Personal loan top-ups in the UAE: how they work and what they cost

On this page 9 sections

A personal loan top-up adds new borrowing to a loan you already have, either by enlarging that loan or by setting up a second one beside it. Under UAE Central Bank rules, a lender should not grant a top-up until the original loan has been repaid without default for at least a year, and the total must still fit the 20 times salary, 48-month and 50% DBR limits.

Key takeaways

  • A lender should not grant a top-up until your original loan has been repaid without default for at least one year.
  • The Central Bank's clarifications also let a bank reassess you if you borrowed less than your limit or your income has risen significantly.
  • A top-up cannot take you past 20 times your salary, the 48-month term or the 50% debt burden ratio.
  • Lenders must not stretch the term or close and reopen a loan just to get round the debt burden ratio.
  • Compare the total cost of the new borrowing, including fees, interest and insurance, not only the cash you receive.

What a top-up is

A top-up is new borrowing from the lender that already holds your personal loan. The Central Bank’s clarifications to Regulation 29/2011 describe two ways a bank can lend more to an existing borrower: the existing loan is enhanced, or a new loan is set up without disturbing the existing one.

  • An enlarged loan. What you still owe and the new money become one loan, with one instalment and a term the lender sets.
  • A separate new loan. Your existing loan keeps its rate and end date, and the new loan has its own rate, term and instalment, so you pay two instalments until the old loan ends.

A top-up is not a buyout, where another bank settles your loan and takes it over (see settling a loan early), and not consolidation, which rolls several debts into one new loan (see debt consolidation). The glossary defines a top-up loan.

When you can get a top-up

Two Central Bank texts deal with timing: a one-year rule for top-up loans, and a clarification that lets a bank reassess you if you borrowed below your limit or your income has risen. Each lender also has its own top-up policy.

The one-year rule

Before a top-up

1 year

A top-up loan should not be granted unless the original loan has been repaid without default for at least one year.

Applies to
Banks and finance companies licensed by the CBUAE (conventional and Islamic), lending to individuals
Checked

The rule is Article 6(g) of Regulation 29/2011. It looks at how you have repaid the original loan, so ask the lender how it treats any missed or late payment.

If you borrowed less than your limit or your pay has risen

If you took less than you were eligible for, or your income has risen significantly since, for example after a promotion, the bank may reassess your eligibility after proper verification. It then either enhances the existing loan or sets up a new loan without disturbing it, under clarification 5 to Article 2. Ask the lender which of the two texts it applies to you, and from what date.

The Central Bank also tells banks to set a policy that restricts how often top-ups and rescheduling happen (guidance on Article 7), so how often you can top up depends on your bank.

One bank's policy, 13 October 2026

Emirates NBD’s top-up help page says you can apply right away if you borrowed less than the full amount you are eligible for, or borrowed the full amount and have paid at least 12 instalments, and have never defaulted on payments; its FAQs add that a past default is subject to the bank’s credit review. It gives a top-up only if the loan matures before your retirement age. Other lenders set their own conditions.

The limits still apply

A top-up is tested against the same limits as any personal loan, counting the loan you already have as well as the extra cash.

Top-ups and your limits

Within the same limits

No top-ups, deferrals or rescheduling may go beyond the borrower's eligibility under the salary multiple, the maximum tenor and the repayment percentage; banks should set a specific policy on top-ups and rescheduling to restrict how often they happen, and should ensure there is no 'ever greening' of loans to disguise problem or delinquent loans.

Applies to

These are the three limits it refers to:

Maximum personal loan

20× salary

A personal loan must not exceed 20 times the borrower's monthly salary or total income.

Applies to
Banks and finance companies licensed by the CBUAE (conventional and Islamic), lending to individuals

Maximum term

48 months

The repayment period of a personal loan must not exceed 48 months.

Applies to

Maximum debt burden ratio

50%

Monthly deductions for all loans and facilities from banks and finance companies together, including car loans, home loans, overdrafts and credit cards, must not exceed 50% of the borrower's gross salary and any regular income from a defined and specific source, at any time.

Applies to
Banks and finance companies licensed by the CBUAE (conventional and Islamic), lending to individuals

Limit Enlarged loan Separate new loan
20 times salary or total income The enlarged loan amount Both loans together
48 months The term of the enlarged loan The term of each loan
50% of gross salary and regular income The new instalment plus other repayments Both instalments plus other repayments

Under the Consumer Protection Standards, lenders must not lengthen a loan’s tenor to lower your debt burden ratio so they can lend you more, or close a loan as paid only to open a larger one with a longer tenor to get round the ratio. A top-up is also new credit, so the lender must assess its purpose and amount, verify your income and check your record with the Etihad Credit Bureau (AECB); how to read your AECB report shows what it will see.

If the new end date runs past your retirement, a lower limit applies from that date:

Deductions after retirement

30%

If a loan's repayment period runs past the borrower's retirement, the lender must schedule it so that deductions from that point do not exceed 30% of income or pension.

Applies to
Borrowers whose loans or facilities extend beyond retirement age
Checked

The full calculation of what your salary allows is in how much you can borrow.

What a top-up costs

A top-up costs the interest on the new borrowing, any fees and any insurance, plus any change to what you pay on the balance you already owe.

Fees

Article 6(g) of Regulation 29/2011 says the charge for prepayment or a top-up loan is declared in the Central Bank’s fee table, but the current table in Appendix 2 has no line named for top-ups. Banks may not charge fees outside the table without the Central Bank’s written approval.

If a top-up closes your old loan, ask the lender in writing whether it charges an early settlement fee on the old balance. For reference, the cap for settling a personal loan early is:

Early settlement fee cap, personal loans

1%, max AED 10,000

For consumer (personal) loans, the fee table caps early settlement from other bank loans, final settlement from other sources such as end-of-service benefits, and partial payment at 1% each, with a maximum of AED 10,000.

Applies to
Banks and finance companies licensed by the CBUAE (conventional and Islamic), lending to individuals
Checked

The fee table lists no processing fee for personal loans. As a dated example, Emirates NBD’s top-up page, opened on 13 October 2026, lists a processing fee of 1.05% of the incremental loan amount, with a minimum of AED 525 and a maximum of AED 2,625.

Interest on the new borrowing

The rate on the new money may differ from your existing rate, and in an enlarged loan it may apply to the old balance too. Lenders must disclose the Annual Percentage Rate (APR), which includes the interest or profit and other fees compounded over a year (Consumer Protection Standards, Article 7), and give you a Key Facts Statement before you sign (Standards, Article 2). If a rate is quoted as flat, see flat vs reducing rates.

Insurance

Loans and insurance are separate products: you choose whether to pay for insurance over the loan term or upfront, and the bank must explain this and get your agreement before charging for it (clarifications). Ask whether the cover and its price change with the new amount.

Worked example: a top-up after 18 months

In this illustration a separate top-up loan costs less interest than enlarging the loan, because the old balance keeps its lower rate and its original end date.

Worked example

Gross salary AED 15,000, AED 100,000 loan at 7%, AED 50,000 top-up at 8%

The salary, loans and rates are illustrations, not market rates. Both loans use a reducing rate, with a monthly rate equal to the annual rate ÷ 12. Fees and insurance come on top.

  1. Existing loan: AED 100,000 at 7% over 48 months, instalment AED 2,394.62. After 18 instalments paid on time, more than the year the rule requires, the balance is AED 65,728.77, with 30 instalments to go.
  2. Interest still to pay on it: 30 × AED 2,394.62 − AED 65,728.77 = about AED 6,110.
  3. Top-up as a separate new loan: AED 50,000 at 8% over 48 months, instalment AED 1,220.65. Interest: 48 × AED 1,220.65 − AED 50,000 = about AED 8,591.
  4. Repayment check: AED 2,394.62 + AED 1,220.65 = AED 3,615.27 a month, which is 24.10% of AED 15,000 and within the 50% cap of AED 7,500.
  5. Salary multiple check: AED 65,728.77 + AED 50,000 = AED 115,728.77 owed (AED 150,000 counting both loans at their original amounts), within 20 × AED 15,000 = AED 300,000 either way.
  6. Interest still to pay on both loans: about AED 6,110 + AED 8,591 = about AED 14,701.

With a separate top-up, this borrower pays about AED 14,701 of interest from here on.

If the lender instead enlarged the loan into one new loan of AED 115,728.77 at 8% over 48 months, the instalment would be AED 2,825.28, or 18.84% of salary. The interest would be 48 × AED 2,825.28 − AED 115,728.77 = about AED 19,885. That is about AED 5,184 more, because the old balance is re-borrowed at the higher rate and repaid over 48 months instead of 30.

Form Monthly payment Interest from the top-up date
Separate new loan AED 3,615.27 for 30 months, then AED 1,220.65 for 18 months about AED 14,701
Enlarged loan AED 2,825.28 for 48 months about AED 19,885

The enlarged loan’s 48-month term is part of the illustration: the lender sets the term within the 48-month limit, so ask for the end date it would offer you.

Top-up, new loan elsewhere or buyout

The table sets a top-up beside three other ways to borrow more or rearrange a personal loan; each treats your current loan differently. It shows what to compare, not which option to pick.

Option Your current loan Fee caps that apply What to compare
Top-up with your lender Enlarged, or runs beside a new loan No top-up line in the fee table Rate and APR on the new money, end date, total interest
New loan from another lender Keeps running; its instalment still counts towards your 50% cap The new lender’s own fees Both instalments against the cap, interest on both loans
Buyout by another lender Settled and closed by the new lender 1% of the outstanding balance or AED 10,000, whichever is less Settlement figure, new rate, term and fees
Consolidation Combined with other debts into one new loan Depends on the debts repaid The lender’s written interest comparison

Fee for moving a loan to another lender

1% or AED 10,000

A borrower may move a loan or financing to another bank or finance company in the UAE on paying an early-payment fee of no more than 1% of the outstanding balance or AED 10,000, whichever is less.

Applies to
Banks and finance companies licensed by the CBUAE (conventional and Islamic), lending to individuals
Checked

Lenders must let you transfer your loan to another bank or finance company in the UAE without undue delay (Consumer Protection Standards, Article 5). Before refinancing or consolidating existing loans, a lender must give you a written comparison of the total interest payable on the existing loans against the new one (Standards, Article 7).

Questions to ask before you accept

Get the answers in writing before you sign:

  • What will I owe in total after the top-up, and when is my last instalment due?
  • Is my current loan being closed, and is a settlement fee charged on the old balance?
  • What are the rate and APR on the new borrowing, and does the rate on my existing balance change?
  • What are all the fees, including any processing fee?
  • Does my loan insurance change, and how will I pay for it?
  • Can I have the summary of your affordability assessment? Where a lender must assess affordability or suitability, it must give you a summary copy free of charge (Consumer Protection Standards, Article 7).

The Central Bank’s guidance on Article 7 of Regulation 29/2011 also says there should be no “ever greening” of loans to disguise problem or delinquent loans. If you are struggling with your current repayments, see missed loan payments and negotiating a debt settlement. Your wider protections are in your rights before you sign, and the personal loan guides cover eligibility, rates and early settlement.

Frequently asked questions

What is a personal loan top-up?

It is extra borrowing added to a personal loan you already have, from the same lender. The Central Bank's clarifications describe two ways a bank can lend more on an existing loan: it enlarges the loan, or it sets up a new loan alongside it without disturbing the existing one. Either way the extra money is new credit, so the lender checks your income and credit record again before it agrees.

When can I top up my personal loan in the UAE?

Under Central Bank rules, a top-up should not be granted until the original loan has been repaid without default for at least one year. The Central Bank's clarifications also let a bank reassess you if you borrowed less than you were eligible for or your income has risen significantly. The total must still fit the 20 times salary, 48-month and 50% DBR limits.

Does a top-up extend my loan term?

It can move the date of your last instalment, but it cannot take a personal loan past the 48-month maximum, and lenders must not lengthen a term just to lower your debt burden ratio and lend you more. With a separate top-up loan, your old loan keeps its own end date. Ask the lender for the new end date in writing before you accept.

Is there a fee for topping up a personal loan?

The Central Bank's fee table has no line named for top-ups, and banks need the Central Bank's approval for fees outside the table. A lender may still list a processing fee, as Emirates NBD does for top-ups. Ask for every fee in writing, including whether an early settlement fee applies to your old balance; for personal loans that fee is capped at 1%, with a maximum of AED 10,000.

Is a top-up a good idea?

That depends on what the extra money costs compared with the other ways of raising it. Add up the interest, fees and insurance on the new borrowing, check whether your existing balance moves to a higher rate or a longer term, and note the new end date. Then compare that total with a new loan elsewhere or a buyout; this guide shows the comparison but does not make the choice for you.

Can I top up my personal loan with a different bank?

A top-up comes from the lender that already holds your loan. With another lender you would either take a separate new loan, whose instalment counts towards the 50% cap alongside your current one, or move your loan in a buyout, where the early payment fee is no more than 1% of the outstanding balance or AED 10,000, whichever is less.
